ACTIVISTS REJECT INDUSTRY GHG FEARS IN PUSH FOR EPA TRAIN, BOAT RULE

Environmentalists are urging EPA to issue by the end of the year a long-awaited rule to control nitrogen oxides (NOx) and particulate matter (PM) from train and boat engines, sidestepping warnings from some industry officials that the rule could prompt an increase in greenhouse gas (GHG) emissions. The environmentalists' push for the rule without consideration of GHG impacts appears to run counter to a slew of other pending regulatory actions where activists are urging the agency to consider ways to limit GHG emissions, such as in pending permits for new coal-fired power plants. However, in this case, activists are arguing that industry concerns over GHG emissions are a "red herring," intended to derail the regulation, which they say will quickly provide significant reductions of harmful emissions.
