Environmentalists are urging EPA to revise its emissions-estimation program, which is used for a wide variety of air quality programs, by significantly ramping up data collection through enforceable Clean Air Act requests and other measures, but industry warns that such data could spur enforcement, a "misuse" of the so-called emissions factors.rnEPA recently took comment on its proposal to reform its emissions factors program, which establishes values used to calculate emissions released by a facility in a given source category when direct monitoring data is unavailable. EPA acknowledges in the Oct. 14 proposal that the reforms on which it is seeking comment will assist with enforcement purposes by, for example, providing performance test data compiled in a readily available, electronic format.
