The cement industry is ramping up its opposition to potential "hazardous" waste rules for coal ash by filing late comments with EPA rebutting activists' claims that the strict rules will not create a "stigma" for ash and other coal combustion residues (CCRs) significantly limiting their beneficial reuse in products such as concrete. In July 20 supplemental comments on EPA's stalled proposal to regulate coal ash as either hazardous subject to strict controls or solid waste subject to less stringent disposal requirements, the Portland Cement Association (PCA) says it needs to counter separate comments by proponents of the hazardous waste rule option. PC A says those comments deliberately downplay the economic risk of the stigma that a hazardous waste rule would create.
