States Grapple With New EPA Push to Adopt Strict Numeric Nutrient Limits

State environmental officials are struggling with EPA's new push to have states adopt their own numeric limits for nutrients, saying they will need to see the agency grant them additional flexibilities on how they implement any limits beyond what EPA officials have been willing to allow so far. While recently elected officials in Florida and Wisconsin are pushing legislation to block implementation of numeric nutrient limits, officials in Montana say they are willing to craft numeric limits but have been unable to win EPA support for a statewide variance to give dischargers time to comply.
