EPA is reviewing an Indiana-issued air permit for a proposed coal gasification facility that may serve as a test case for some environmentalists' claims that Clean Air Act permits for facilities that intend to capture and sequester carbon dioxide (CO2) should include provisions to ensure that the CO2 will be permanently sequestered underground. Carbon sequestration projects are already required to obtain Safe Drinking Water Act underground injection control (UIC) permits, and other groups - including Clean Air Task Force (C ATF) - say those requirements, coupled with EPA's greenhouse gas (GHG) reporting program, could for now be enough to ensure permanent CO2 storage, by having the mandatory reporting track the CO2, including any migration.
