EPA Advisers Reject Certification Plan As Biogenic Framework Alternative

EPA Science Advisory Board (SAB) members are nearing agreement on recommendations for how the agency should craft its framework for accounting biogenic greenhouse gas (GHG) emissions, after rejecting an alternative to EPA's complicated approach that would have used feedstock certifications in lieu of the accounting framework. The certification approach for biogenic accounting was recommended in the advisory panel's most recent draft recommendations as one that could be modeled on a controversial Massachusetts plan to include strict requirements for crediting biomass under the state's renewable portfolio standard (RPS).
