EPA in its latest draft guidance on implementing and amending impaired waterbody cleanup plans known as total maximum daily loads (TMDLs) is counting the creation of a water quality trading program between point and nonpoint sources as a trigger that would reopen the TMDL and require EPA approval — prompting concern from wastewater utilities. Wastewater industry sources, however, are praising language in a related guidance on crafting interstate TMDLs, saying it appears to be "more flexible" than current agency policies.
