States Unveil Draft Plan To Assess Safer Chemicals Absent TSCA Reform

A group of states has unveiled a proposed framework for assessing alternative chemicals to reduce public health hazards, which may help guide states in encouraging the use of safer chemicals absent any new regulatory incentives for alternative chemicals that could be part of legislation to reform the Toxic Substances Control Act (TSCA). The proposal released earlier this month -and part-funded by EPA-is the result of a multi-year effort by the Interstate Chemicals Clearinghouse (IC2), a group of state and local government officials, non-governmental organizations and others looking for options to reduce the use of hazardous chemicals. The plan adds to state efforts to ramp up toxics oversight, with California's green chemistry rules also seen as driving stricter state-level controls on chemical substances.
