The White House's top energy official is raising fresh doubts over whether EPA will move forward any time soon, if at all, with Clean Air Act new source performance standards (NSPS) to limit greenhouse gas (GHG) emissions from existing power plants, a rule that is a top priority for environmentalists. Heather Zichal, deputy assistant to the president for energy and climate change, told the Center for Strategic and International Studies Feb. 27 that President Obama has made it clear addressing climate change is a priority, but downplayed claims that the novel rulemaking will necessarily provide the benefits that environmentalists and other supporters believe are possible.
