SAB Work Group Advises Against Review Of EPA's Power Plant CO2 Rule

An EPA Science Advisory Board (SAB) work group is advising against the board reviewing EPA's power plant climate rule mandating new coal utilities to use carbon capture and sequestration (CCS), reversing prior calls for such review and agreeing with EPA that policy questions over carbon sequestration are beyond the scope of SAB's oversight. The full SAB on Jan. 21 will hold a teleconference to discuss the revised work group recommendation, and the reversal could prompt push-back from congressional critics of EPA's rule that want greater scrutiny of the agency's finding that CCS is "adequately demonstrated" - the Clean Air Act threshold for mandating it in the rule, which would impose carbon dioxide (CO2) emissions limits at new coal- and natural gas-fired power plants.
