EPA is defending its progress in setting up a hazardous waste electronic manifest (e-manifest) system against criticisms from some lawmakers, who note higher than expected costs to establish the program and the agency's inability to meet a statutory deadline to have the system up and running by last month. During an Oct. 27 House hearing, an EPA waste official testified that the agency understood the urgency of moving forward with the e-manifest system upon its passage in October 2012 but added that the agency ran into some obstacles.
