The agency submitted the proposed finding to the White House Office of Management & Budget (OMB) March 2, a necessary step ahead of its publication in the Federal Register. According to the agency's "Rulemaking Gateway" of pending regulations, EPA plans to publish the finding in the Register in May under a non-binding self-crafted deadline, which would represent only a slight delay from earlier plans to issue the finding in April.
