Senate Democrats' use of budget "reconciliation" procedures to advance major climate policy could provide little opportunity for EPA critics to extract compromises that restrict the agency's greenhouse gas regulations, even as the effort is raising questions about the scope of the agency's role in implementing the climate policies. Lawmakers and Capitol Hill sources say the $3.5 trillion budget framework incorporates provisions including tax credits for clean energy and electric vehicles; a clean electricity standard (CES); a fee on methane emissions from fossil fuel production; a "green bank" to finance low-carbon projects; a Civilian Climate Corps; and a carbon fee on imported products.
