Delaware, Maryland and environmental groups are urging the U.S. Court of Appeals for the District of Columbia Circuit to vacate EPA's rejection of petitions the states filed asking the agency to impose ozone-reduction measures on pollution sources beyond the states' boundaries, saying in opening briefs the decision is based on flawed data.
