Infrastructure projects are like "procurement on steroids", civil engineer Ray Bange told the Australian Public Sector Anti-Corruption Conference in Brisbane last month. Since infrastructure works are typically large, complex, one-off projects with complex supply chains, they present tempting opportunities for people to enrich themselves illegally, he said.rnBange, who is the principal of anticor-ruption and risk management consultancy Probity Consultants International, said measures to prevent corruption should be incorporated in every stage of the project from planning to tendering to quality control. He highlighted the example of Hong Kong, where he worked at the city's Independent Commission Against Corruption. The territory declares private companies participating in public-private partnerships to be "public bodies", putting them under the same level of scrutiny as government departments.
