Following recent media coverage of predicted budget blow-outs for Melbourne's East West Link and Sydney's CBD and South East Light Rail Project, public attention is focusing on the ability of mega projects to deliver on time, to cost and in line with stakeholder and community expectations. With this in mind, project veterans in the construction industry have pooled their knowledge to develop a green paper which details how this can be achieved. Complex projects with budgets greater than $500 million have a much higher failure rate than their more straightforward counterparts, according to the Mastering Complex Projects conference green paper. The paper, which was developed by the organisers of the Mastering Complex Projects Conference as part of Engineers Australia's Convention 2014, defines failure as exceeding their original budgeted cost or program by 25%, or having significant production problems in year two of operation.
