Just over one week since the sept. 11 World Trade Center attack, the construction industry has mobilized massive amounts of equipment and workers to restore services and handle cleanup of thousands of tons of debris at Ground Zero. But crews still must move gingerly while the huge area remains a rescue and crime scene and government agency instructions are in constant flux.
