As union leaders were holding strategy sessions in Los Angeles, debating how to work effectively with the Bush administration, White House officials on the other side of the U.S. were finalizing four executive orders that organized labor opposes. In an unusual Saturday move, the presidential orders were issued Feb. 17. One of the orders, a ban on project labor agreements for federally funded construction projects, drew sharp reaction from both opponents and supporters.
