New Jersey Clears Old Ways That Discouraged Contractors

All they're trying to do at the New Jersey Schools Construction Corp. is to build or repair $8.6 billion worth of schools in the next few years. Doing that, in many ways, means starting from zero. Sites must be located and acquired. Designs need to be drawn up. Contractors have to be hired. That last part now seems to be progressing well since the SCC was launched by the state Economic Development Authority to build schools following a 1998 court order. The entity is managed by two very contractor-conscious individuals. Its chairman, appointed by Gov. James McGreevey, is Jack Kocsis, chief executive officer of the Building Contractors Association of New Jersey, the Edison, N.J.-based chapter of the Associated General Contractors. And a year ago, Alfred T. McNeill, the former CEO of Turner Construction Corp., became the chief executive of SCC.
