The Interstate 93 tunnel box is structurally sound, but EO-45 repairs could cost $250,000 and take months. "This is unacceptable and the taxpayers and toll-payers will not pay for it," says Matthew J. Amorello, chairman of the Massachus-setts Turnpike Authority, the CA/T project overseer.
