County and Pipeline Contractor Fight Over Environmental Risks

The bid came in low, the due diligence was performed and MasTec Inc., the big Miami-based specialty contractor, went to work building a 60-mile-long natural gas pipeline between Coos Bay and Roseberg in Oregon. But the project so far has produced more lawsuits than energy because MasTec and Coos County each believe the other is responsible for the unexpectedly costly environmental problems. The level of environmental scrutiny has been high even for environmentally conscious Oregon partly because building trade unions have targeted nonunion MasTec as part of a pressure campaign, say sources involved in the project.
