A project delivery technique called "alliancing," emerging from Australia, could be the answer. Mike Wilke, managing director of Parsons Brinckerhoff Australia, Sydney, told attendees at the Construction Management Association of Amercia's annual conference that the system has had "excellent outcomes." It has been used on 70 projects worldwide since 1999, 35 of which were in Australia. He said 95% have been on time, on budget and have been judged outstanding in non-cost areas such as quality, environmental issues and safety.
