After a marathon session that stretched past 2 a.m. July 26, House and Senate negotiators reached a deal on the first major energy bill in more than a decade. The measure, which backers say will strengthen the electricity grid and give a boost to nuclear power, won praise from industry groups, but was blasted as a giveaway to industry by environmental organizations. At press time, House Ways and Means and Senate Finance Committee leaders and staff were working on a tax title to be added. They were trying to reconcile the $8.1 billion in tax breaks in the bill the House passed in April and the $14.1 billion in the Senate's version.
