The widespread popularity of gambling at Native American venues has thrust tribes into the spotlight, bringing them political clout and capital for new construction, not to mention private industry partners seeking to tap into the growing $18.5-billion-a-year business. State and local governments also are feeling lucky, eye- ing casino development as a potential new revenue stream to help them bridge budget shortfalls. More of the nation's 771 tribes, some now flush with cash, are undertaking ambitious casino projects with plans to use the gaming revenue to upgrade and expand infrastructure and services on tribal lands, according to the National Indian Gaming Association, a Washington, D.C. trade group.
