The Bush administration has provided a glimpse of a legislative plan that it hopes will spark a major Capitol Hill debate on pension reform. The proposal, outlined by Labor Secretary Elaine L. Chao on Jan. 10, only addresses single-employer, defined-benefit plans, but that does include some contractors, design firms and construction suppliers. Moreover, unions believe that improvements also are needed in the multi-employer plans used by many others in the construction industry.
