Failure Illustrates Growinq Problem

The Jan. 5 failure of the Truckee irrigation canal in northern Nevada that drove 3,800 people from their homes again illustrates the precarious nature of dikes and levees across the U.S. Officials first thought the breach was caused by fast-moving water from a fierce winter storm that raced through burrows dug by ro-dents in the earthen levee, similar to the cause of a smaller break in 1996. They later backed off that claim and are continuing an investigation.
