Richard C. Halpern, 78, a Chicago construction manager who oversaw numerous high-profile domestic and global building projects over a 50-year career, died on July 3 in Houston of complications from cancer. As an executive at building firm Morse Diesel,, Halpern managed construction of the former Sears Tower-renamed the Willis Tower in 2009-the world's tallest building when it opened in 1974. He was among three executives cited by ENR in 1974 for their roles in the landmark project, which included the first major effort to recruit minorities into its workforce.
