States Taking a Look At Alternative Funding

With the signing of a $104.4-billion highway and transit authorization bill in July, state departments of transportation got a dose of relief for their funding anxieties, but it didn't cure their ills. While the 27-month bill, dubbed MAP-21, provides transportation officials some security for short-term planning, many DOTs are aggressively pursuing alternative financing mechanisms to advance large projects. Rudy Malfabon, director of Nevada DOT, says the state was on the verge of stalling several large projects before the bill was signed. Now, NDOT is moving ahead with major projects: the final phase of the Carson City Freeway, the first phase of the Boulder City Bypass and the Cactus Avenue/Interstate 15 Interchange in Las Vegas, among others.
