Design-Build Excellence Sets Stage for P3 Proficiency

The adoption of the design-build project delivery mechanism is one of the biggest transitions under way by public and private bridge owners as they seek to repair and replace the nation's aging infrastructure. I believe that any transportation agency that embraces the project delivery mechanism will realize instant benefits in the way of innovative means and methods as well as schedule and cost reduction. However, to realize these advantages, owners and project teams must work to optimize the design-build process. Agencies need to fully embrace the DB delivery method, especially the leadership's full capabilities, to realize the true benefit of DB. The owner has to become comfortable with the process to fully realize the value on current projects— and to take advantage of an emerging U.S. financing methodology. Owners that have been successful with design-build recognize that the benefit of major risk transfer comes at a cost of relinquishing control of the delivery.
