Complex Project. Firm Deadline. Mission Accomplished

With five new facilities, a major renovation of an existing facility and a host of new infrastructure to be completed in just 28 months, the Aberdeen Proving Ground C4ISR BRAC program in Maryland had great potential for serious and costly delays. Yet the complex project was delivered on time and $93 million under budget. The reasons for this success include a combination of organizational collaboration and technical innovation. The Army Corps of Engineers, three private sector companies (MOCA Systems, MSS and ARGO), plus an array of architects and contractors, created a strong collaborative culture.
