Former House Transportation and Infrastructure Committee Chairman James L. Oberstar, who, over 36 years, built a record as a fierce congressional advocate for highways, transit and other public works, died on May 3 in Potomac, Md. He was 79. A family statement said Oberstar died in his sleep but gave no cause of death. The 18-term Minnesota Democrat was a leader on the House panel that oversees major construction programs such as highways, transit and aviation. Peter Ru-ane, American Road & Transportation Builders Association CEO, said Oberstar was a key player in highway-transit bills enacted in 1998, 2001 and 2005.
