The U.S. Environmental Protection Agency has threatened to restrict California's uses for some federal highway aid unless the state withdraws what EPA calls "backlogged and unapprovable" plans to cut pollution and meet Clean Air Act standards. EPA Administrator Andrew Wheeler, told California Air Resources Board (CARB) Chairwoman Mary Nichols in a Sept. 24 letter the state must withdraw inactive State Implementation Plans, or SIPs. The plans contain regulations and other documents a state intends to use to reduce carbon monoxide and other pollutants in areas that don't meet federal standards.
