Despite the partisan rancor over climate change at the national level, state energy officials say they recognize the need to be proactive in not only developing, but also implementing, plans to address climate change. "It's clear to everyone ... that we have to deal with the impacts," said Andrew McAllister, commissioner of the California Energy Commission at the National Association of State Energy Officials policy conference Feb. 4-7 in Washington, D.C. "The solutions by and large are not going to happen at the national level."
