PERFORMANCE OF THE STATE ELECTRICITY BOARDS IN INDIA: A CASE STUDY OF DELHI VIDYUT BOARD

En Inde, les offices régionaux de l'électricité contrôlent la production et le transport de l'électricité dans la plus grande partie du pays. Ces offices font l'actualité à cause de leur mauvaise santé financière et de leur échec à fournir de l'énergie aux consommateurs finals. Une étude approfondie de l'un des offices les moins performants, celui de Delhi Vidyut, révèle que les problèmes rencontrés sont multiples, à commencer par les pertes dans le transport et la distribution, le manque de compétences dans la production, et enfin l'utilisation insuffisante des ressources humaines. Il faut envisager une stratégie globale et un plan d'action visant à la privatisation de l'office de l'électricité pour améliorer le fonctionnement du secteur énergétique en Inde.%The State Electricity Boards (SEBs) in India are responsible for the generation and transmission of electricity to most of the country. SEBs are in the news for their poor financial health and their failure to provide power to the end users. An in-depth study of one of the poorest performing electricity boards - the Delhi Vidyut Board- reveals that the problems faced by the electricity board are multifaceted beginning with transmission and distribution losses, expertise in generation and finally a poor utilisation of the human resources. There is a need to think of a comprehensive strategy and an action plan for the privatisation of the electricity board to improve the power sector performance in India.
