The Ministry of Communications and Information Technologiesn(MCIT) was established in February 2004 by Decree No.94, and isngoverned by the Law on Telecommunications of 2005. The bodynacts as both a policy-maker and regulator and also holds stakes innmultiple companies in the telecoms sector. Privatisation of telecomsncompanies began in 2001 but the government has yet to divest itselfnof all its holdings, with no clear signs that it intends to do so. Thesenconflicting roles hold back the sector from reaching its full potentialnand invites undue influence from the government into the market.nAlthough it has carried out some privatisation and opened up thenmarkets to competition, it is still far from an ideal investment environment,nand the creation of an independent regulatory authoritynwould have a positive impact on market growth.
