Based on the latest data available, the Azerbaijan fixed-line sectornhas grown slowly but steadily, particularly as prices have comendown. However, large problems exist in both the fixed voice andnbroadband segments, due to heavy government ownership of thenmajor companies, as well as state control over the only internetnexchange point (IXP) and satellite. This has limited investment andninnovation in the sector, and the lack of fair competition has stuntedngrowth prospects. Private companies exist but they are small playersnwith little financial power and must rely on wholesale agreementsnwith state-owned companies and risk suspension of licences. BMInbelieves a trend towards mobile substitution is taking place, withnminimal fixed-line voice subscriptions and more affordable mobilenbroadband a viable substitute for internet access.
