RoHS compliance is not achieved just by using RoHS-compliant components; the manufacturing process itself is affected. Getting components onto the board and the product into production is not trivial, requiring new production equipment and new production processes. Furthermore, the change to RoHS compliance begins with the first-pass manufacture, and also includes changes to marking, inventory and handling of repair and rework.
