摘要

The approximate percentage costs of a building are 10-80-10 at three key stages of its life: construction; operation and decommissioning. That 80 per cent figure is what it costs to own, occupy and maintain a building, and it is an enormous sum. Of that amount approximately another 80 per cent is the cost of running the building services: heating, ventilating, air conditioning, lighting. Legislation is supposed to be driving buildings to be more energy efficient, with the EU particularly regarding energy efficiency as its key goal - especially in the built environment. However, those who work in the construction industry know that enforcement of energy-related legislation has not been as robust as it might be.
