For many utilities, trees are the number-one cause of all unplanned distribution outages. Most damage to electric utility systems during storms is caused by a falling tree or branch that takes lines out of service. After the utility fixes the problem, public utility commissions (PUCS) often play Monday morning quarterback, questioning how much of the damage is due to an inadequate tree trimming program or a period of deferred vegetation management.
