On June 26, the House of Representatives passed the American Clean Energy and Security (ACES) Act-the Waxman-Markey bill-by a vote of 219 to 212. It was an important step for the Obama administration, which had made energy and environment top priorities. The bill's impacts on electric companies and on their customers are wide ranging. Arguably, the largest impact is the amending of the Clean Air Act with a new title on greenhouse gas (GHG) emissions reductions.
