Ask any Russian judge and he will tell you that with a leaky courtroom, an average of three criminal cases a day and a salary of around $100 a month, measuring justice is a luxury he has no time to indulge in. There are quotas to be reached. There are powerful prosecutors who telephone to say they would not appreciate losing a case. There is also the local governor who pays the court's electricity bills, so the judge would be wise to take that into account as well when handing out a sentence. Not to mention the sloppy investigators whose incompetence has to be covered up during the trial.
