The old motor revs up again

It isn't yet back to full throttle. But, suddenly, the Franco-German motor that used to power the European Union is revving up again, as a series of j oint initiatives has lately shown. And Britain, whose diplomats briefly tried to make out that the initiative had passed to Tony Blair, is yet again in the back seat.
