In the budget on March 16th, the govern-ment was busy ingratiating itself with electorally important groups like old people and house-buyers. Two days later, it was doing the same with its civil servants. The civil servants accuse the government of behaving imperiously and not consulting them over changes to public-sector pension schemes. As a result, some 1.5m of them had threatened to strike. The government has now backed down and promised further talks.
