How the Tories lost the cities is one of the strangest tales in politics. They know they must make a comeback there, for two reasons. It is hard to win a general election without taking some urban seats outside London. And cities have a lot of the social problems that voters want their government to fix. Unless they have a foothold in the cities, Conservatives lack firsthand information about what's going on in them and, as a result, can sound like astrologers to Labour's astronauts.
