Yoweri Museveni, though losing popularity, looks set to stay in power. Presidential and parliamentary elections due on February 23rd offer Ugandans their best chance for peaceful change since independence in 1962. But that isn't saying much. Yoweri Museveni and his National Resistance Movement have been in power for 20 years—and have little intention of stepping down.
