"The rule of law and a free press": gov-ernment officials and businessmen repeat the phrase like a mantra that can ward off evil. They are not wrong. An impartial, trusted legal system and the free flow of information remain vital elements of Hong Kong's magic: two essential ways in which it is still not quite China. There were fears for both in 1997; both have survived, if not unscathed.
