AT A get-out-the-vote rally in Charleston for Earl Ray Tomblin, the Democratic candidate for governor of West Virginia, several speakers took the stage. A former police chief with an easy, practised sense of humour ran the event; a former head of the state's afl-cio gave a barjiburner of a speech. Then came uncomfortable Mr Tomblin, who sped and mumbled his way through his speech, stepping on applause lines and occasionally strapping on a grin.
