The European Central Bank disbursed €530 billion ($712 billion) in a second round of three-year loans to banks at a super-low current interest rate of 1%. The first round of lend ing in the ecb's Long-Term Refinancing Operation last December provided much needed liquidity to European banks that were struggling to refinance their debt in the credit markets.
