The Chancellor took the opportunity in last year's Pre-Budget Report to put his forecasts for the public finances back on a more realistic footing. But even so, we are still likely to see an overshoot on this year's borrowing targets, and so we expect the forthcoming Pre-Budget Report to contain further upward revisions.
