1. The first four months of fiscal year 2016-17 have seen the government fall well behind schedule in terms of deficit reduction. And with the UK's vote to leave the EU leading the Chancellor to promise a "reset" of fiscal policy, we are effectively in a holding pattern until the Autumn Statement on 23 November.
